At the hearing, the Commission's chief concerns were the extent of wetland alteration and _the need for some reasonably defined criteria to limit the Intensity of use of the area. To address these concerns, the Deres-Ewings have now mapped the area of upland and wetland to be used and consulted with the USDA Solt Conservation Service regarding management of the area. 1. Wetland delineations As previously explained, extensive areas on the south side of the brcuk are wetland, intermixed with small or marginal areas of upland. i have now flagged the principal upland area and the applicants have mapped the flag locations. Due to the use by the horses, much of the vegetation is disturbed, but the White Pine overstory, emerging herbaceous growth, topography and evident wetland hydrology pwrmit a reasonable delineation. 2. Area to be fenced Ms. Dares has cbacked the coning requirements and finds that the entire minimum required acramgs does not need to be fenced. simply owned. This therefore enables them to reduce the fenced area to minimize the wetland araa to be alterad. A new approximate fence -line is proposed based on recommendations by the SCS and myself. This area includes the principal upland area and drier areas of adjacent wetland that are not as subject to seepage, surface flow, or pending. It leaves a substantial buffer area (80 ft. or more) to the brook. Based on this layout, the app o buffer area of wetland to be fenced is 3000 sq. ft. or less. 3. Access Path The existing access path is located primarily on an narrow neck of upland slightly above the adjacent wetland and not subject to surface flow. Although erosion of horse paths due to traffic and runoff can be a problem, this area shows no erosion problem in spite of use by the horses. rom This area is outside the fence and only used to lead the horses to from the area, thus limiting the impact.
