The Planning Board denied the request for a temporary structure for seasonal use as a carry-out restaurant based upon the plans and
information submitted with the application.

/. The requested use would protect adjoining premises against seriously detrimental uses as it relates to the provision for surface water
mmmpoe,sound and sight buffers and preservation or views, light,and air. The Board determined that because a temporary structure,
rather than new infill construction,was proposed it would not contribute to the revitalization of Pleasant Street as envisioned through the
City's planning process. No landscaping buffers or visual buffers for the dumpster could be incorporated to the site;and
z The Board could not determine that the requested use would promote the convenience and safety of vehicular and pedestrian
movement within the site and on adjacent streets,minimize traffic impacts on the streets and roads in the area. The location vrdriveway
openings in relation to traffic and adjacent streets,access by emergency vehicles, the-arrangement of parking and loading spaces,and
provisions m,veoono with disabilities were insufficient m meet this smmmovd. Specifically, the size and layout nr the site,with the,o'
wide driveway access are not conducive to safe vehicle egress and ingress and vehicle and pedestrian conflicts and congestion on the
site and surrounding streets would bpereated.
in addition, the Board determined that the three proposed parking spaces would not be adequate to accommodate the number of patrons
that are anmxap»edm the applicant's business plan. Due uo the prohibition ur on-street parking within the vicinity,spill-over parking
would likely occur vn abutting private property.
3. The Board could not find that the requested use would promote a harmonious relationship of structures and open spaces u,the
natural landscape,existing buildings and other community assets in the area;The temporary trailer was determined to be incompatible
the other permanent,multi-story structures within the block and along the Pleasant Street corridor. xm permanent site improvements
were proposed for landscaping m enhance the visual impact vr the use.
4. The Board could not determine that the use would bear a positive relationship to the public convenience or welfare. The Board could
not find that the use would have a neutral affect on the character of the district or adjoining zonesand nor that the use would be in
harmony with the general purpose and intent or the Ordinance;and
