The Ordinance Committee began the meeting at 6:30 p.m. with a joint public hearing in
Council Chambers with the Planning Board to hear comment and discussion on three proposed
zoning ordinance changes. The Committee took no action during the joint public hearing and
reconvened at 7:30 p.m. in the Hearing Room for discussion and further public hearing.

Application for Special Permit from City Council
Applicant: Western MA Girl Scout Council, Inc.
Address: 241 Haydenville Road
The Girl Scout Council of Western Mass applied for a Special Permit to change the use of
the residential house at 271 Haydenville Road to a non - profit membership club. This house is
adjacent to their existing administrative building at 241 Haydenville Road and will be used for
office and storage space.
It was noted by Councilor Bardsley that the Planning Office supports this request. He
asked for comment from any abutters to the property.
Suzanne Smiley, Director of the Girl Scout Council, spoke. They are the applicants and are also
abutters to the property and, of course, support the application.
Councilor Bardsley asked for any other interested parties to speak.
Mr. and Mrs. Ansanitis, the current owners of the property, were present. Mrs. Jean
Ansanitis spoke and stated that her property and the Girl Scout property were once one property
and she is pleased to have it merging back together. The Girl Scouts have always been good
neighbors and will be good stewards of the property.
Councilor Raymond LaBarge was present and highly supported the application. He has
heard no objections from any constituent.
There being no further comment, Councilor Bardsley moved to close the public hearing.
The motion was seconded and the vote to close the public hearing was unanimous, occurring at
7:36 p.m. Councilor Bardsley then moved to recommend approval of the Special Permit
application to the full Council. Councilor Volkmann seconded the motion. The general

comment from deliberation was that this was a wonderful use for the property. The vote to
recommend approval to the full Council was unanimous by roll call vote (3 - 0).
Councilor Bardsley noted that the Committee was returning to the ordinances that were
the subject of the earlier joint public hearing for possible action.
2. Appendix A - Zoning Ordinance
Sections 9.2, 9.3, 9.6, 4.3 and 6.4 `
Significant revision of standards relating to pre- existing non - conforming uses, lots and
structures.
Councilor Volkmann spoke to this measure with full support. Her general thought was
that this could be more relaxed in the future. She moved to recommend passage to the full
Council. Councilor Bardsley seconded the motion and the vote to recommend was unanimous (3
-0).
3. Appendix A - Zoning Ordinance
Section 6.13 - Flag Lots
Councilor Tymoczko moved to recommend the amended version that limited the length
of the "pole" but removed the tie in to affordable housing. Councilor Bardsley seconded the
motion and the vote to recommend was unanimous (3 - 0 ).
4. Appendix A - Zoning Ordinance
Sections 2.1, 6.1, 6.2, 6.7 and 18.2
Removal of regulations on building coverage /allowance of certain attached accessory
structures by -right.
Councilor Bardsley moved to recommend this to the full Council. Councilor Volkmann
seconded the motion. There was discussion that the full impact of these changes were somewhat
vague and the Committee was uncomfortable making a decision without more information.
Councilor Bardsley thought another discussion with Mr. Feiden would be helpful. Councilor
Tymoczko moved to table this item to the June 12, 2001 Ordinance Committee meeting (7:00
p.m.) Councilor Bardsley seconded the motion. Item tabled.
The Committee asked the Clerk to inform Mr. Feiden that they would like to discuss four
items:
1. The above tabled ordinance;
2. The proposed changes to the Council Rules and Orders concerning Special
Permits;
3. The theories /rules /law of "collapsed lots"; and
4. Pre - briefing the Committee prior to public hearings.
There being no further business before the Committee, by motion and second the meeting
adjourned at 8:00 p.m.

The requested use will have little impact on adjoining premises as the usage is converted
from residential to staff office space.

• The requested use will have minimal traffic impacts, decreasing congestion at 241
Haydenville by transferring a limited amount of parking to 271 Haydenville Road.
• There is no planned changes to structures or open space, existing buildings or other
community assets.

• The requested use extends the benefits to the community of public convenience and
access to support services and programs for girls by expanding Girl Scout resources
