EXHIBIT A
1 . Applicants seek a special permit to convert a three-family
dwelling to a six-family dwelling at 11 Conz Street, according to
the attached plan, and a special permit to locate one of the
required off-street parking spaces on the adjacent lot at 9 Conz
Street
2 . The parcel for which the applicants seek a special permit is
zoned UR-C.
3A. The applicants seek a special permit under the provisions of
section 9.3 of the zoning ordinance. The existing lot shown as
"Lot B" on the attached plan, is non-conforming because it
contains only 8595 square feet, which does not comply with the
minimum lot size required by section 6.2 of the city zoning
ordinance.
3B. Under the Table of Use Regulations in section 5 .2 of the city
zoning ordinances, multi-family dwellings of the type proposed by
the Applicants are allowed in the district by right.
4A. The applicants also seek a special permit under section 8.7
to locate one of the twelve off-street parking spaces required by
section 8.1 on an adjacent parcel that is owned by the applicants,
shown as "Lot A" on the attached plan.
4B. Lot A will comply with open space requirements even with the
additional parking space.
5 . The existing dwelling complies with the open space
requirements of section 6.2 of the zoning ordinance. The proposed
dwelling will also comply with the open space requirement in that
it will maintain more than 40% open space.
6 . The requested use bears a positive relationship to the public
good in that it will provide for additional housing.
7 . The requested use, being residential only in a busy
commercial area, will not create undue traffic congestion or
unduly impair pedestrian safety, will not overload any public
water drainage or sewer system or any other municipal system, will
not impair the integrity of the district or adjoining zones, and
will be in harmony with the general purpose and intent of the
ordinances.
