NORTHAMPTON ZONING BOARD OF APPEALS • D ff At a meeting held on September 17, 1986, the Zoning Board of Appeals of the City of Northampton voted unanimously to aant the request of Ralph and Mary Thompson, 735 Westhampton Road, Northampton, MA for an amendment to a previously issued Special Permit for the purpose !"! of changing the location and reducing the size of a building as presented and approved in the original plans in conjunction with the business known as Ralph's Blacksmith Shop at property located at 36 Smith Street Northampton (SI Zone). Present and voting were: Chairman Robert C. Buscher, Sanford Weil, Jr. and Kathleen M. Sheehan. The findings were as follows: S. Weil found that as the building has already been erected, disapproval of the Special Permit amendment would burden the applicant with undue expense, and therefore, he voted favorably on the request. However, he wanted the Board to go on . record as dismayed at the handling of this issue with hopes that this situation does not happen again. K. Sheehan found that as all conditions imposed upon the original Special permit (granted 6/13/85) have been met and the location of the addition is prefereable to that originally granted, she would vote in favor of the request. She concurred with Mr. Weil's statement regarding the handling of this issue. R. Buscher found that the original Special Permit had allowed the construction of a building of some greater dimensions and a site somewhat different than that erected, however, disapproval of this amendment would create a gross hardship to the applicant. He stated that, as previously, he is convinced that this building will not be • detrimental to the neighborhood and will not infringe upon the Wetlands and stressed that all previously imposed conditions have not changed.
