NORTHAMPTON ZONING BOARD OF APPEALS
At a meeting held on January 6, 1988, the Zoning Board of Appeals
of the City of Northampton voted unanimously to GRANT the Special
Permit request of JOHN CHAKALOS for the purpose of constructing and
operating a 123 bed nursing home on the easterly side of Havdenville
Road, Northampton, MA (Specifically Parcels 16 and 50, Sheet 6 of the
Assesor's `taps). SR Zone.
The findings were as follows
The use requested (nursing home) is listed in the Table of Use
Regulations as a special permit in the district for which appli-
cation is made.
A very positive relationship to the public welfare exists, as
evidenced by the demonstrated need for additional nursinz home
beds in the community.
The requested use will not create undue traffic congestion or
unduly impair pedestrian safety.
The requested use will not overload any public water, drainage
or sewer system, or any other municipal system to such as extent
that the requested use or any developed use in the immediate
area or in any other area of the Citv will be unduly subjected
to hazards affecting health, safetv, or the general welfare.
The requested use will not unduly impair the intearity or
character of the district or adjoining, zones, nor be detrimental
to the health, morals, or general welfare. The use shall be
in harmony with the general purpose and intent of the Ordinance.

Dear Chief Driscoll
Enclosed for your information is a copy of a Site Plan which we have
submitted to the Northampton Z8A in application for a Special Permit. Based on
requirements you set forth in our meeting at the fire house on August19, 1987,
we have included a 12D,000 gallon water storage tank for fire protection. We
have been asked to provide a letter from you confirming your requirements fur
fire protection.
We propose to provide 120,000 gallons (1000 gpin for 2 hours) of water
storage in underground concrete tanks fitted with a 'Bed Head" type strainer
pipe connection for pumper hook -up that you described. The building itself
will have an internal sprinkler system and smoke detectors.
We would appreciate your written response to this design and any further
comments regarding this project. Thank you for your attention to this matter.

than 8" size to insure getting all of the available water to the sprinkler
system.
5. One hydrant should be installed on the 8" main mentioned above. This
hydrant would be on the edge of the main entrance where the driveway
widens into a circle.
If in the future a new water main was installed on Hyadenville Road, it
would be imperative to run a 8" main around the building with appropriate hydrants
installed.

Dear Chief Driscoll:
Thank you for your past cooperation and input concerning the fire protection
system for a proposed nursing home. Based on further discussion of this
project with Northampton DPW, we propose to supply the facility.with water from
on -site wells. As in the original plan, a 120,DD0 water storage tank is to be
constructed for fire protection. We would be prepared to tap into the City
system at such time as improvements are made to provide adequate flow to our
site. Please inform us if such a design would affect your recommendations.
In response to your letter of November 2, 19B7, we make the following
statements:
1) A Siamese connection for sprinklers can be provided.
2) The paved walkway on the south side of the building will be main-
tained to provide all- weather, all -side access for emergency
vehicles.
3) The storage tank will be designed with a water level indicator which
can be monitored on a 24 hour basis.
4) Future connection to the municipal water supply can be made via an 8°
line with appropriate hydrants.

Based on review of our submittal of September 4, 1981 by the Northampton Plan-
ning Board and D.P.W., we have made the following revisions and additions:
1) Sanitary sewer service to the existing residence will be by connec-
tion to proposed SMH 4 at Haydenville Road.
2) Water supply is to be by private well system and on -site storage.
Development will not directly impact the water distribution system of
the City and is under the jurisdiction of D.E.Q.E.
3) A drawing illustrating sight distances on Haydenville Road is
attached. A clear line of sight exists for over 35D feet from the
proposed entrance drive.
4) We acknowledge that additional permits will be necessary for this
project including:
- Notice of intent with Northampton Conservation Commission for
storm drain outlet at Beaver Brook.
- Driveway permit for Massachusetts D.P.W. for curb cut.
- Sewer Extension Permit (314 CMR).
- Groundwater Source approved by D.E.Q.E.

By submitting the attached forms, fees and site plans on this date,
we make application for a Special Permit in accordance with City of
Northampton Zoning Ordinances. In support of our application, we include
the following information regarding the proposed project.
a. A nursing home facility is a use listed in the Table of Use Regula-
tions as a special permit in the SR (suburban residential) district
in which the subject property is located.
b. Construction of a nursing home bears a positive relationship to the
public convenience and welfare.
C. Construction of a nursing home will not create undue traffic con-
gestion or unduly impair pedestrian safety. Based on existing
traffic information compiled by the Pioneer Valley Planning Com-
mission (10/86) and ITE Trip Generation rates to the proposed use,
site generated peak hour traffic will add approximately 107= to
existing traffic volumes. Level of service on Haydenville Road is
currently "C" and will be L.O.S.C. after construction. Traffic
data is attached.
d. Construction of a nursing home will not overload public water, drainage
or sewer systems. 1) Domestic water flows can be obtained from the
existing 6" line in Haydenville Road. Required volume for fire flows
will be provided by an on -site storage facility. Flow network
modelling by Almer Huntley, Sr. 6 Associates indicates that 45 gpm

peak domestic flow to the site will not drop residual pressures
throughout the system appreciably. Calculations are attached.
2) Stormwater runoff will be detained on site and piped directly
to the Beaver Brook to the north. 3) Existing and proposed sewer
flows in existing City lines in the project area, as calculated,
are significantly below capacity. Development will not significantly
affect the system.
e. Construction of a nursing home will not unduly impair the integrity
of the area. The building will be set back 575' from Haydenville
Road and landscaped. Existing tree lines and stone walls will be
preserved, where feasible.

All computer analyses were done using a full water storage tank on Audubon Road
(water elevation - 530 feet USGS) and an average daily water system demand of
approximately 250,000 gallons per day (179 gpm).
