Hospital pond). • The survey was taken while the region was experiencing one of the driest Years in recent history and did not reflect the wetlands as they normally exist. The first informal meeting of Yankee Hill residents is held to provide a forum of information and discussion concerning the proposed development. 25 people attend this first meeting. John Hanley, Trustee for the Beaver Brook Trust, files an application to harvest area (tree cutting). Despite the current Appeal with DEP, the application is the accepted and logging is scheduled to begin by mid - January. Jan. 1999 Leeds residents attend the Northampton Cons. Comm. Meeting n decision to permit logging on the parcel during the Appeal process. The Cons. Comm. agrees to tour the site on Jan. 15. The Commission states that the have no authority to stop the logging because such projects are under the jurisdiction of the Department of Environmental Management (DEM), y e http:// ` 5/23/2005 The History Page 2 of 3 Apr. 1999 May 1999 Logging begins. The Cons. Comm. is unable to tour the site due to freezing rain and snow. Through correspondence with the Trust's lawyer, the residents are informed that from the Trust is also discussed. there are currently no development plans. The possibility of purchasing the land As part of the Wetlands Appeal, a representative from DEP visits the site with other invested parties and re examines the delineation. The review of the mapped wetlands is completed by DEP, and the Trust's environmental engineers make adjustments to the wetlands as requested by the DEP, thereby enlarging the delineated area. Beaver Brook Trust presents preliminary sub - division plans to the Northampton Planning Board at Open Hearing. Yankee Hill residents provide alternative drawings for the Planning Board and owners to review. Two weeks later the Planning Board denies the preliminary subdivision request and states twelve areas that the developers need to address before they submit their final design. Some of the major issues include: • Insufficient water pressure for new homes and fire protection. • No provision for two means of vehicle egress from • Problems ith the sub - division. w July 1999 Jan. 2000 Feb. 2000 Mar. 2000 Apr. -May 2000 June 2000 sewer connections. • Large number of proposed building lots that would encroach on the marked wetlands. Three representatives of Yankee Hill meet with the developers at City Hall to discuss changes to the sub - division design. Beaver Brook Nominee Trust purchases "option to buy" for adjoining 12.7 acres (5 lots) from John Skibiski Partnership. These new lots could provide the developers with access to Grove Ave. in order to connect to more city utilities and could also provide a second egress from the parcel. Surveying of the expanded parcel is begun by Heritage Surveyors in order to design a new sub - division plan. The Trust presents new plans "informally" to the city (Planning Dept., DPW, Fire Dept, Housing, Board of Health). The same plans are also given to the neighborhood for their review. • Plan A, the developer's preferred plan, a typical sub - division of 42 one -acre lots. • Plan B, a more clustered housing approach of 62 one - half -acre lots. The city's Planning Dept. prompted the developers to present this design in order to encourage construction that would minimize impact to the wetlands and open space. Yankee Hill neighborhood group meets regularly in order to plan action steps. Interested attendees include City Councilors and representatives from the Housing Partnership and the Leeds Civic Association. The neighborhood group holds its first fundraiser, a large tag sale, and proceeds are deposited with the group's fundraising arm, the Yankee Hill Conservation Fund. Yankee Hill group receives notice that four vernal ponds have been certified by the Natural Heritage & Endangered Species Program, an agency of the Fish and Wildlife Department. Two of the ponds are found to have Jefferson salamanders, a "species of special concern," which makes them protected under the Endangered Species Act. Dec. 2000 The developer submitted 3 preliminary plans to the Planning Dept., with a letter requesting a waiver relating to the design of the road (in all 3 plans) and a waiver relating to four flag lots in Plan 3. During his stewardship the land is used for horse pasturing, sugar mapling, and as an active woodlot. Mar. 1998 Mr. Whitburn passes away, and the parcel is willed to the Diocese of Springfield and the A.S.P.C.A. Within a month the land is purchased from those groups by the Beaver Brook Nominee Trust, trustee John J. Hanley of New York City and New Jersey. The land, assessed at $185,400, is purchased for $315,00 Oct. 1998 Due to the obvious presence of wetlands along Rte. 9, a request for a Determination of Applicability (RDA) Is filed by Beaver Brook Nominee Trust with the Northampton Conservation Commission. Nov. 1998 The Northampton Cons. Comm. reviews the wetlands delineation and issues its approval of the wetlands area as mapped by the Trust's consulting engineers (Killam Assoc). Dec. 1998 A Group of Yankee Hill residents file an appeal of the RDA with the Department of Environmental Protection (DEP) based on the following concerns: • The plan does not allow for sufficient buffer zone around Beaver Brook. • Sufficient time was not allowed for impartial parties to review the parcel in terms of its impact on wildlife, vegetation, and wetlands. • The delineation underestimates the impact of the surface water flow along Leonard St. and towards Rte 9 (including Meadowbrook Golf Range and the V.A. Hospital pond). • The survey was taken while the region was experiencing one of the driest years in recent history and did not reflect the wetlands as they normally exist. The first informal meeting of Yankee Hill residents is held to provide a forum of information and discussion concerning the proposed development. 25 people attend this first meeting. John Hanley, Trustee for the Beaver Brook Trust, files an application to harvest the area (tree cutting). Despite the current Appeal with DEP, the application is accepted and logging is scheduled to begin by mid - January. Tan. 1999 Leeds residents attend the Northampton Cons. Comm. Meeting and appeal the decision to permit logging on the parcel during the Appeal process. The Cons. Comm. agrees to tour the site on Jan. 15. The Commission states that they have no authority to stop the logging because such projects are under the jurisdiction of the Department of Environmental Management (DEM). http:// www .yankeehill.org/HistoryPg.htm 5/23/20 The History Page 2 of 3 Logging begins. The Cons. Comm. is unable to tour the site due to freezing rain and snow. Through correspondence with the Trust's lawyer, the residents are informed that there are currently no development plans. The possibility of purchasing the land from the Trust is also discussed. Apr. 1999 As part of the Wetlands Appeal, a representative from DEP visits the site with other invested parties and re- examines the delineation. May 1999 The review of the mapped wetlands is completed by DEP, and the Trust's environmental engineers make adjustments to the wetlands as requested by the DEP, thereby enlarging the delineated area. Beaver Brook Trust presents preliminary sub - division plans to the Northampton Planning Board at Open Hearing. Yankee Hill residents provide alternative drawings for the Planning Board and owners to review. Two weeks later the Planning Board denies the preliminary subdivision request and states twelve areas that the developers need to address before they submit their final design. Some of the major issues include: • Insufficient water pressure for new homes and fire protection. • No provision for two means of vehicle egress from the sub - division. • Problems with sewer connections. • Large number of proposed building lots that would encroach on the marked wetlands. July 1999 Three representatives of Yankee Hill meet with the developers at City Hall to discuss changes to the sub - division design. Tan. 2000 Beaver Brook Nominee Trust purchases "option to buy" for adjoining 12.7 acres (5 lots) from John Skibiski Partnership. These new lots could provide the developers with access to Grove Ave. in order to connect to more city utilities and could also provide a second egress from the parcel. Feb. 2000 Surveying of the expanded parcel is begun by Heritage Surveyors in order to design a new sub - division plan. Mar. 2000 The Trust presents new plans "informally" to the city (Planning Dept., DPW, Fire Dept, Housing, Board of Health). The same plans are also given to the neighborhood for their review. • Plan A, the developer's preferred plan, a typical sub - division of 42 one -acre lots. • Plan B, a more clustered housing approach of 62 one - half -acre lots. The city's Planning Dept. prompted the developers to present this design in order to encourage construction that would minimize impact to the wetlands and open space. Apr. -May Yankee Hill neighborhood group meets regularly in order to plan action steps. 2000 Interested attendees include City Councilors and representatives from the Housing Partnership and the Leeds Civic Association. June 2000 The neighborhood group holds its first fundraiser, a large tag sale, and proceeds are deposited with the group's fundraising arm, the Yankee Hill Conservation Fund. Yankee Hill group receives notice that four vernal ponds have been certified by the Natural Heritage & Endangered Species Program, an agency of the Fish and Wildlife Department. Two of the ponds are found to have Jefferson salamanders, a "species of special concern," which makes them protected under the Endangered Species Act.
