Dear Sir: •
We propose to renovate an existing high school building to provide
eighty (80) apartments for elderly persons, with funding provided
by H.U.D.

The heating system will be an oil fired, central boiler, with hot
water distributed to the individual apartments.
The cooling system will be a centrally located electrically powered
•
chiller with chilled water distributed to the individual apartments.
•
There will be no individual apartment heating or air conditioning •
•
equipment other than a 500 watt bathroom baseboard controlled by
thermostat and light switch. All bathrooms are interior rooms
with no heat loss to outside walls.
On the basis of the above design information, we request an exception
be granted to paragraph 2204.55 of the Massachusetts Building Code
requiring that each dwelling unit in a multi-family building be
separately metered.

Dear Mr. Conway:
The Energy Committee of the State Building Code Commission has ruled that
a waiver from the individual apartment metering requirements of Section
2204.55 shall be granted for publically financed (HUD, DCA, etc.) housing
for the elderly where the heating system is gas or oil fired and there is
no provision to install individual air conditioners in each unit.
The conditions you cite for the above referenced project in your letter of
September 1 , 1978 meet these requirements. Although you are providing air
conditioning, it is centrally fired and does not affect individual apart-
ment electric consumption.
As long as the construction proceeds as stated in your letter, individual
apartment meters are not required.
