It is in the SR zone. The applicant requests a special permit to construct a garden center specializing in retail sales of flowers and vegetables. This is an allowable use in this zone with a special permit. Parking - The plan proposes a retail building of 1200 square feet. The zoning ordinance reou_res one (1) space per 300 square feet for a total of four (4) spaces. There is ample space to meec Lhis requirement. Signs - According to coning ordinance Section 7.3 -4 the sign shall be restricted to ten (10) square feet or less and must be set back a minimum of :Y_fteen (15) feet from the front property line. ASSISTANT CITY SOLICITOR IN RE: Petition of Richard and Samuel Adams for a special permit. This is the decision of the Board of Appeals of the City of Northampton on a petition filed by Richard and Samuel Adams for a special permit under the provisions of chapter 44, section 5, article 2 of the Revised Ordinances of the City of Northampton, for the purpose of constructing and operating greenhouses, for an agricultural business. The premise affected are situated on the east side of Route 9, designated as parcel 13, sheet no. 6 of the Assessors' Plan of the City of Northampton and are known as 493 Haydenville Road. The notice was published in the Daily Hampshire Gazette on June 23 and June 30, 1976. A memo from the Planning Department recommended approval, but suggested that the parking area be paved. The Board of Appeals hearing was held at 7:30 PM in the old City Council Chambers, City Hall, on July 14, 1976. The Chairman Charles W. Dragon presided and other members present were Thomas Brushway, Eric Gervais. Also present were Samuel Adams, Lauren McCartney, Clare Fennessey, Clerk and two interested citizens. Samuel Adams, 2$ Pencasel Drive, outlined his plan for the greenhouses. He said that the land will be leased for ninety —nine years. Two greenhouses will be constructed, and if the business is profitable, a building for retail sales will be constructed at a later date. Regular hours will be $:00 AM to 5:00 PM, with longer hours possible on weekends. Lighting will not effect abutters because of the number of trees on the site. The two petitioners will be the only employees. Ample parking is available. Referring to the plan, the Chairman advised Mr. Adams that he should be certain that the buildings are properly separated in order to conform to the zoning ordinance. Mr. Adams said the plan had been approved by the Building Inspector. Mr. Brushway further advised the petitioner that care must be taken when erecting signs for advertising, since the signs must also comply with the zoning ordinance. No one spoke for or against the proposal. - Mr. Gervais moved to take the vote on the matter. Mr. Brushway seconded the motion and the vote was unanimous to proceed with the decision. The Board then voted unanimously in favor of the petition. The plan was dated and initialed, and the applicant was cautioned about constructing the greenhouses in accordance with the initialed plan. i Charles d. Dragon.
