Jun 14, 2012 min The Northampton Planning Board Minutes of Meeting June 14, 2012 City of Northampton Council Chambers, 212 Main St., Northampton, MA Members Present: Time  Chair, Mark Sullivan  Vice Chair, Jennifer Dieringer  Francis “Frandy” Johnson  Stephen Gilson Debin Bruce Karla Youngblood, Associate Member Associate Member Staff: Planning Director, Wayne Feiden  Senior Planner, Carolyn Misch 7:10 P.M Mark Sullivan opened the request by Joseph Ryan for 2,000 + sf expansion Thomas Douglas Architects, Inc. for SITE PLAN review for second story addition (Ryan Imports) at 3 Brewster Ct, Map Id 32C-27. Tom Douglas presented changes on building in PowerPoint. No public comment. Staff read review criteria. Upon motion by Francis Johnson and second by Jennifer Dieringer, the board voted to close the public hearing. Upon motion by Stephen Gilson and second by Jennifer Dieringer, the board voted unanimously to approve site plan with no conditions. 7:20 P.M. Request by City of Northampton Central Services for Site Plan for reuse of Florence Grammar School at 140 Pine St, Florence, Map ID 23A-145. Staff described zoning issues. David Pomerantz for Central Services presented application and intent of the use of the building. Robert Bates, North Farms Road, moderator of Florence Congregational Church. Raised concern about smoking from tenants in the building and asked whether parking lot would 1 Still be available for church use Pomerantz noted that there is plenty of parking. Upon motion by Francis Johnson and second by Stephen Gilson, the board voted to close the hearing. Upon motion by Stephen Gilson and second by Jennifer Dieringer, the board approved with conditions for health facility and private schools with condition in staff memo for recording. 7:40 P.M. Request by Peoples Bank for site plan to construct a 3,000 + square foot bank and special permit for more than one curb cut at 300 King St, Northampton, Map ID 24B-77. Staff described issue of lack of quorum for approving a special permit. Upon motion by Jennifer Dieringer and second by Francis Johnson, the board voted unanimously to continue the hearing to June 28 at 7:30 PM. OTHER: Mark Sullivan recognized Ed Etherege in the request of release of escrow for Lathrop Sewage Pump, which has been operational and maintained for over 20 years by Lathrop. Specifically, Etheredge asked for the release of Condition 2A subparagraph D of special permit for escrow. Upon motion by Francis Johnson and second by Stephen Gilson, the board voted unanimously release escrow from the 1988 Special permit recorded in the Hampshire Deeds Book 3283 Page 219 in Condition No. 2 A (1) (d) . Minutes: May 24 – Board discussed that Stephen Gilson was present and should be indicated in the minutes, otherwise both sets were ok.
