Jan 14, 2013 Min The Northampton Planning Board Minutes of JOING PUBLIC HEARING WITH CITY COUNCIL ORDINANCE COMMITTEE Meeting Jan 14, 2013 City of Northampton Council Chambers, 212 Main St., Northampton, MA Members Present: Time Chair, Mark Sullivan Vice Chair, Jennifer Dieringer  Francis “Frandy” Johnson Stephen Gilson  Debin Bruce  John Lutz Karla Youngblood, Associate Member  Ann DeWitt Brooks Associate Member Staff: Planning Director, Wayne Feiden  Senior Planner, Carolyn Misch 6:45 P.M. David Murphy, Chair of Council Committee on Elections, Rules, Ordinances, Orders & Claims opened the joint public hearing with Planning Board on the following ordinances: Ordinance: Amend §350-10.5, 350-10.6, 350a et seq. Delete Planned Unit Development, Amend Open  Space Residential Development to Incorporate Uses Previously Allowed as PUDs Staff described rationale and detail of changes. There was no public comment. Debin Bruce noted that this was merely a simplification of the standards. Upon motion by Maureen Carney, for Ordinance, and second by Francis Johnson, both boards closed the hearing. Upon motion by Debin Bruce and second by Francis Johnson the Planning Board voted unanimously to recommend that Council adopt the proposed changes.  Ordinance: Amend §350-3.4 Rezone Densely Developed Residential Properties Between Barrett Street and Bridge Road from URB to URC to Reflect Current Uses. Property consists of 241 Jackson St (Hampshire Heights) and 73 Barrett St (Hathaway Farms). Staff described the proposed map changes and reasons for changes. Gerard Hughes from Spear Management, agency that operates Hathaway Farms, noted support for the change. Upon motion by Debin Bruce and second by John Lutz the Board voted unanimously to recommend Council adopt the map changes. 7:05 Adjourn. 1
