Possible Traffic Mitigation Measures Opal Real Estate Group Historic Round Hill SummitRedevelopment Project Offsite Traffic Mitigation Measures Proposed by the City of Northampton November 5, 2012 The following offsite traffic mitigation measure options were proposed during the Site Plan Approval Permitting process for the Historic Round Hill Redevelopment Project at the Clarke School campus. These mitigation suggestions were gathered from public comments during the hearing, meetings with City Staff, and from staff review memos provided by the Office of Planning and Development and the Department of Public Works. As stated in one of the DPW memos, the ultimate goal is to, “Determine what local and neighborhood mitigation measures will have the most favorable impact and be most cost effective within the limits of the project’s required mitigation funds. It is understood that the mitigation funds will be expended only for traffic mitigation that provides relief from the impacts of this project” The below list corresponds to the “Options for Offsite Mitigation Measures” exhibit, dated November 5, 2012. 1)Along Round Hill Road, replace signs with “No Parking” signs, upon approval by the City Council, for Round Hill Road. a.Note that most neighbors welcomed this change, but some were concerned about where visitors could park. One suggestion during the meeting was to possibly restrict parking from 7 to 7 or 6 to 6 during the week. b.Also, the extent of “no parking” along Round Hill would need to be finalized. 2)Granite curbing to be installed along Opal frontage as part of the sitework. 3)Improve existing crosswalks at Round Hill Road. a.Include Handicap ramps where feasible b.Include raised crosswalk as grading & drainage allows. c.Possibly remove one or two crosswalks to limit “mid-block” crossings. d.Re-stripe with thermo-plastic per current City standards. 4)A flashing solar speed sign (advisory 25 MPH with a yellow background) on the westbound side of Elm St between Round Hill Rd and Crescent St for traffic calming and to promote lower speeds. 5)Rapid Rectangular Flash Beacon (RRFB) with passive detection lights for the existing large Elm Street crosswalk at the intersection of Round Hill Road and Elm Street (sign similar to the new installation on Conz Street) 6)Improved signage and larger crosswalks at Prospect Street and Round Hill Road intersection (north end of Round Hill Road). 7)A donation to a bike-sharing program fund. 8)A bus pull-out with a large bus shelter in the westbound lane of Elm Street.
