Alterations that replace only the bulb and ballast within the existing luminaires in a space provided that the alteration does not increase the installed interior lighting power. Insulation is considered to be a part of a roof assembly in accordance with the definition in the IECC that states: ROOF ASSEMBLY. A system designed to provide weather protection and resistance to design loads. The system consists of a roof covering and roof deck or a single component serving as both the roof covering and the roof deck. A roof assembly includes the roof covering, underlayment, roof deck, insulation, vapor retarder and interior finish. In addition, the term "building thermal envelope" provides guidance on the appropriate location of insulation in this situation. The building thermal envelope is defined in IECC Section 202 as follows: BUILDING THERMAL ENVELOPE. The basement walls, exterior walls, floor, roof, and any other building element that enclose conditioned space. This boundary also includes the boundary between conditioned space and any exempt or unconditioned space. The base requirement of Section 101.4.3 is that, alterations, renovations or repairs to an existing building, building system or portion thereof shall conform to the provisions of the IECC as they relate to new construction. With respect to the reroofing of the slate roof of the Dome, the appropriate location of insulation would be at the ceiling assembly of the Dome Room that separates the conditioned space of the Dome Room from the unconditioned attic space above the Dome Room. That interior ceiling is part of the building thermal envelope. Therefore, the reroofing of the slate roof of the Dome does not result in a requirement for addition of insulation to the slate roof assembly. On the other hand, the reroofing of the flat roof of Sweeney Concert Hall with a new EDPM roof falls under the requirement of Exception 5 underlined above that roofs where the sheathing or insulation is exposed during reroofing shall be insulated either above or below the sheathing. That requirement will be satisfied by the installation of a layer of rigid insulation between the roof sheathing and the new EPDM roof covering. Sage Hall, Smith College 9 May 21, 2012 Section 2 Technical Requirements International Energy Conservation Code Roof Repair and Replacement Sage Hall, Smith College In accordance with MSBC8 Section 101.4.6, the provisions of the International Energy Conservation Code shall apply to all matters governing the design and construction of buildings for energy efficiency. The following provisions concerning applicability of the IECC to specific types of projects provide some guidance on the applicability of the EBCM to the current reroofing project: 101.4.3 Additions, alterations, renovations or repairs. Additions, alterations, renovations or repairs to an existing building, building system or portion thereof shall conform to the provisions of this code as they relate to new construction without requiring the unaltered portion(s) of the existing building or building system to comply with this code. Additions, alterations, renovations or repairs shall not create an unsafe or hazardous condition or overload existing building systems. An addition shall be deemed to comply with this code if the addition alone complies or if the existing building and addition comply with this code as a single building. Exception: The following need not comply provided the energy use of the building is not increased: 1. Storm windows installed over existing fenestration. 2. Glass only replacements in an existing sash and frame. 3. Existing ceiling, wall or floor cavities exposed during construction provided that these cavities are filled with insulation. 4. Construction where the existing roof, wall or floor cavity is not exposed. 5. Reroofing for roofs where neither the sheathing nor the insulation is exposed. Roofs without insulation in the cavity and where the sheathing or insulation is exposed during reroofing shall be insulated either above or below the sheathing. 6. Replacement of existing doors that separate conditioned space from the exterior shall not require the installation of a vestibule or revolving door, provided, however, that an existing vestibule that separates a conditioned space from the exterior shall Sage Hall, Smith College 8 May 21, 2012 shall be as required for new installations. New windows in existing window locations will comply with the MSBC8 provisions for new construction and the International Energy Conservation Code. SECTION 307 CHANGE OF OCCUPANCY There will be no change of occupancy in any part of the buildings. SECTION 308 HISTORIC BUILDINGS Sage Hall is not an historic building. SECTION 309 MOVED STRUCTURES Sage Hall is not a moved structure. SECTION 310 ACCESSIBILITY FOR EXISTING BUILDINGS 310.1 Scope. Accessibility requirements shall be in accordance with 521 CMR. The proposed work will involve only roof repair and replacement and window repair and replacement. The cost of the work will be $463,000 not including $53,250 to patch and paint some existing wall and roof plaster finishes that is considered to be repair work and not including $15,000 for window shades that are considered to be furnishings. The building has a current value of $13,052,369 based on its insured value. The current project cost will be 3.3% of the insured value. In addition, the costs of the current project together with the cost of other work in the building in the past 36 months will not exceed 30% of the value of that building. They will also not exceed $500,000. As a result, Section 3.3.1(a) of the Regulations of the MA Architectural Access Board (521 CMR) will require only that the current work comply with the Access Regulations. As the current work does not involve building features affecting accessibility, 521 CMR has no impact on the current project. If the costs of the current project costs were to remain less than 30% of the value of the building but were to exceed $500,000, Section 3.3.1(b), Exception 2 of the Regulations of the MA Architectural Access Board (521 CMR) would require that there shall be an accessible entrance to the building and, if provided, accessible public toilets, telephones and drinking fountains. Those features are already in place as a result of previous work the building. Sage Hall, Smith College 7 May 21, 2012 none of these three conditions exist in Sage Hall. SECTION 304 REPAIRS 304.1 General. Buildings and structures, and parts thereof, shall be repaired in conformance with Section 301.2. Work on nondamaged components that is necessary for the required repair of damaged components shall be considered part of the repair and shall not be subject to the requirements for alterations in this chapter. Routine maintenance required by Section 301.2, ordinary repairs exempt from permit in accordance with Section 105.2, and abatement of wear due to normal service conditions shall not be subject to the requirements for repairs in this section. 304.1.1 Dangerous conditions. Regardless of the extent of structural or nonstructural damage, the code official shall have the authority to require the elimination of conditions deemed dangerous. SECTION 306 GLASS REPLACEMENT 306.1 Conformance. The proposed project will include replacement of existing roof assembly components with like materials and replacement of existing windows with new windows that meet or exceed current code requirements for energy conservation characteristics. Some energy code considerations related to the reroofing project are discussed in Section 2. 303.2 Flood hazard areas. See 780 CMR Appendix G.' For means of egress capacity refer to Section 102.2.2.1. EBCM Section 102.2.2.1 requires that the following conditions shall be corrected in all existing buildings: 1. Less than the number of means of egress serving every space and /or story, required by Chapter 10 of EBCM8; 2. Any required means of egress component, which is not of sufficient width to provide adequate exit capacity in accordance with section 1005.1 of the EBCM8; 3. Any means of egress which is not so arranged as to provide safe and adequate means of egress, including exit signage and emergency lighting in accordance with Chapter 10. Materials already in use in a building in conformance with requirements or approvals in effect at the time of their erection or installation shall be permitted to remain in use unless determined by the code official to be dangerous to life, health or safety. Where such conditions are determined to be dangerous to life, health or safety, they shall be mitigated or made safe. The are no materials in the Sage Hall that result in conditions that are dangerous to life, health or safety. 301.2.2 New and replacement materials. Except as otherwise required or permitted by this code, materials permitted by the applicable code for new construction shall be used. Like materials shall be permitted for repairs and alterations, provided no hazard to life, health or property is created. Hazardous materials shall not be used where the code for new construction would not permit their use in buildings of similar occupancy, purpose and location. All new materials will comply with or exceed code requirements based on Construction Type IIIB and other material restrictions such as interior ceiling, wall and floor finish requirements. SECTION 302 ADDITIONS This building is not being expanded as a result of this project. SECTION 303 ALTERATIONS 303.1 General. Except as provided by Section 301.2 or this section, alterations to any building or structure shall comply with the requirements of the code for new construction. Alterations shall be such that the existing building or structure is no less conforming with the provisions of this code than the existing building or structure was prior to the alteration. The Work Area Compliance Method focuses upon upgrading of the work area itself with only limited requirements outside the work area. A basic concept of this method is that the required upgrades shall be based on the level of work being done in the building. The third option is the "Performance Compliance Method" in which repairs, alterations, additions, changes in occupancy and relocated buildings shall comply with Chapter 13 of the code. The Performance Compliance Method may be considered a quantitative compliance alternative method in which a point or values system is used to evaluate the total safety of the building. In that system, the points assigned for a feature of the building that exceeds the minimum requirements of the code for new construction is recognized as compensating for features that fall below the minimum required by strict new code compliance. It is proposed to regulate the proposed renovations using the Prescriptive Compliance Method as the most appropriate of the three options. The details of application of that method to the current project are summarized in Section 1. The primary energy code considerations related to the reroofing of portions of the building are discussed in Section 2. There will be no change of occupancy of the building or expansion of the building as a result of the project. Code Applicability In accordance with MSBC8 Section 3401.1, the alteration, repair, addition, and change of occupancy of existing buildings shall be controlled by the provisions of the International Existing Building Code 2009 (IEBC 2009) and its appendices as modified by Massachusetts Amendments. Those documents, taken together, are identified as the Existing Building Code of Massachusetts (EBCM). The requirements of the EBCM specifically applicable to the Smith College Sage Hall reroofing project are summarized below. Basic EBCM Requirements The EBCM offers three alternatives for regulation of work in existing buildings: (1) the "Prescriptive Compliance Method ", (2) "Work Area Compliance Method" and (3) the "Performance Compliance Method ". These three approaches are considered mutually exclusive: that is, a project must be based on one of those three method and complete the requirements applicable to that method. The first method is the "Prescriptive Compliance Method" in which repairs, alterations, additions and changes of occupancy complying with Chapter 3 of the EBCM and also complying with the International Fire Code shall be considered in compliance with the provisions of this code. In essence, this method requires that only the work area be brought into compliance with the new building requirements of the MSBC8. For example, the fire protection systems required by MSBC8 Chapter 9, determined by the overall building aggregate area in Table 903.2, must be provided only in the work area.
