the PV panels, which also warm up with direct exposure to the sun, will generally hold less snow
than roofing of standard asphalt shingles. Because the modules will be supported on a rail
system, their weight plus the weight of the snow on them will be delivered to the roof at discrete
points. The effect of these point loads on the existing roof framing members must be evaluated.
In the case of the front roof, the rafters are adequate to support the PV point loads, provided that
the rail spans are 24 ", so that every rafter is equally loaded. If a 48" rail span is desired, then the
rails should be fastened to new blocking which would be installed between the existing rafters, or
else stagger the support points between alternate rafters, so that the rafters are equally loaded.
The purlin of the front roof is not able to support the proposed loads. In fact, it is not adequate
for the current snow loads, without the PV. Typically this roof would be grandfathered, but that
status would be lost with the PV installation. Therefore, the purlin must be reinforced. Attached
please find sketches showing this reinforcement.
In the case of the back roof, the proposed PV system requires a careful review of the existing
versus proposed loads. The 7` Edition of the Massachusetts State Building Code (MSBC) lists a
ground snow load p is 55 psf. The exposure factor C is 1.0, the temperature factor C, is 1.0, and
the importance factor I is also 1.0. Therefore, per ASCE Equation 7 -1 (American Society of
Civil Engineers) the flat roof snow load p is 38.5 psf.
Depending on the pitch and the roof surface smoothness, the flat roof snow load p may be
further reduced to the sloped roof snow load p For a temperature factor C, of 1.0, and an
unobstructed slippery surface, the roof slope factor C in ASCE Figure 7 -2 is 0.7. Thus, per
ASCE Equation 7 -2, the sloped roof snow load p is 27 psf.
Since this is an existing building, it does not have to satisfy the load requirements of the Code for
new construction. Chapter 34 of MSBC contains the provisions for existing buildings. Per
§3408.2.1, the snow load may be reduced to 85% of that required by the Code for new
construction. This final reduction brings the snow load to 23 psf, which is 5 psf less than the
design load shown on the original S -3 drawing, which was 28 psf. This Code - approved
reduction of 5 psf in the snow loads, due to the unobstructed slippery surface of the PV,
counteracts the additional 5 psf from the self - weight of the PV. In order to maintain an even
distribution of the loads to all trusses, the rail spans on this back roof should also be kept to 24 ",
unless the supports are staggered on every truss. It does not seem practical to install blocking,
since there is no access to the truss space.

The following is a report of my review of the above - mentioned project. On April 21, 2009, I
personally inspected the accessible areas of the existing roof structure of this building. I have
also reviewed design drawings, dated Dec. 1, 1986, for the construction of the addition which
was built in 1987 at the rear of the building.
The intent of this project is to install photovoltaic (PV) panels on the two roofs of this building.
The front roof is part of the original 19 century James House building. As noted above, the
back roof was built in 1987. Because of solar shading from nearby trees, only part of the front
roof will be utilized for PV. Most of the south - facing side of the rear roof will have PV.
The 19` century house was constructed with a timber -framed structural system. The roof is 28
feet wide, and has a slope of about 23 degrees. It has asphalt shingles, with plywood sheathing
placed over the original sheathing boards. The rafters are full- dimension softwood 3" x 51/2"
spaced at 24" on center. At the peak, the rafters are pegged to a non-structural ridge beam. The
bottoms of the rafters bear on the exterior walls. In between, there is a 7" x 7" timber purlin
which supports the midpoint of the rafters. The spans of this purlin vary from 7 feet over the
front porch to 19 feet at the rear of the roof. This latter span is so great that there is a noticeable
sag in the roof, even without any snow load.
The roof of the addition was constructed with a metal -plate connected dimension lumber roof
truss system. The structural engineering design drawings, dated Dec. 1, 1986, were made by
Alderman & MacNeish, Architects and Engineers, West Springfield, MA. The design notes on
S -3 call for the trusses to have a sloped roof live load of 28 psf. The trusses were drawn as a
Howe type, with a 32 ft. overall span, 5'/2:12 pitch, and 24" on center spacing. The truss
members were specified as Southern Pine, with size and grade varying depending on the location
within the truss. The notes also call for the truss manufacturer to submit design calculations to
be reviewed by the design engineer. These calculations are not available, so it is not known what
level of load capacity was actually provided. No access is currently available to view these
trusses. Even if they could be seen, determining the actual capacity would be very difficult.
The proposed array weighs approximately 5 psf, including rails and hardware. This additional
weight will increase the dead load stresses in the existing roofs. However, the smooth surface of

Section 5: Cost Estimate
The total installed cost of the system depends on the installer, since about 40% of the total cost
is for the installation work. We estimate that the installed cost of the PV system will be about
$92,000 at ($6.95 per watt DC) without the DAS components. The DAS components cost about
$4,880. Therefore the total installed cost of the PV system is estimated to be $96,880 (without
the cost of chimney replacement and roof structural enforcement).
Section 6: Roof Structural Re- enforcement
Since the current roof structure will not be able to bear the load of the PV modules and the
mounting racks, we have worked with, Ryan Helwig, P.E. a licensed structural engineer to
reinforce the roof. We specified the mounting racks and the modules and calculated load points
on the roofs as mentioned in section 4.2 and gave these numbers to our structural engineer.
Based on our load numbers, he then specified how to re- enforce the roof so that the roof can
bare the weight of the PV system.
Please see the attached file for the roof enforcement engineering plans.
Section 7: Installation
The installation of the PV system is to be performed to meet the specifications set for by roofing
manufacturer in order to maintain all warranties. The roof will be inspected by a representative
prior to and after the system installation. The contractor will be responsible for coordinating all
inspections. The contractor (installation team) will also perform any alterations or repair any
damage caused by their work that invalidates or compromises the roof warranties.
The installation team will be responsible for cleaning up after themselves including the lawn
area. The landscape should be at its original condition at the end of the installation.
The contractor will install all equipment and materials. All work will be performed per local and
state electrical codes and per the equipment manufacturer's specifications. All equipment,
electrical feeds etc, are to be labeled according to National Electric Code.
The contractor will train city personnel on the operation of the system, including operation of the
DAS and various system disconnects.
Section 8: Conclusion

"Systems technician ", a person qualified to do the work of installing, repairing or maintaining wires,
conduits, apparatus, devices, fixtures or other appliances used for systems.
Chapter 141: Section 1A. Licensure requirement; exceptions
Section 1A. No person, firm or corporation shall enter into, engage in, or work at the business or
occupation of installing wires, conduits, apparatus, devices, fixtures, or other appliances for carrying
or using electricity for light, heat, power, fire warning or security system purposes, unless such
person, firm or corporation shall be licensed by the state examiners of electricians in accordance
with this chapter and, with respect to security systems, unless such person, firm or corporation shall
also be licensed by the commissioner of public safety in accordance with the provisions of sections
fifty -seven to sixty -one, inclusive, of chapter one hundred and forty- seven.
This chapter shall not apply to: a person not engaged in the business described in this section who
employs or contracts for the services of a person, firm or corporation engaged in such business; or to
an apprentice employed by a person, firm or corporation licensed in accordance with this chapter; or
to an agent, employee or assistant of a person, firm or corporation licensed in accordance with this
chapter who does not engage in or perform the actual work described in this section.
• The mandatory nature of the pre -bid open house at the James House, 42 Gothic St., Northampton
MA on Wednesday May 13 at 1:30 pm regarding the City's RFP for installation of a 13 kW
photovoltaic system at that site has been rescinded. The pre -bid open house is no longer a mandatory
requirement.
• Article 4.7.2 is replaced with:
4.7.2 The Contractor shall give all notices and comply with all laws, ordinances, rules,
regulations and lawful orders of any public authority bearing on the performance of the
Work inclusive of M.G.L c. 141 Section 1 and M.G.L. c. 141 Section lA which provides
as follows:
Chapter 141: Section 1. Definitions
Section 1. The following words as used in this chapter, unless the context otherwise requires, shall
have the following meanings:
"Fee ", a fee to be determined annually by the commissioner of administration under the provision of
section three B of chapter seven.
"Fire warning system ", an inherently power limited system of wires, conduits, apparatus, devices,
fixtures or other appliances installed and interconnected electrically or electronically for the
detection of heat, smoke, or products of combustion, or for the transmission of signals or audible
alarms.
"Inherently power limited system ", a system requiring no overcurrent protection due to design and
construction.
"Journeyman electrician ", a person qualified to do the work of installing, repairing, or maintaining
wires, conduits, apparatus, devices, fixtures, or other appliances used for heat, light, power, fire
warning or security system purposes.
"Master electrician ", a person, firm or corporation having a regular place of business who, by the
employment of journeyman or apprentices, performs the work of installing, repairing or maintaining
wires, conduits, apparatus, devices, fixtures or other appliances used for light, heat, power, fire
warning or security system purposes; provided, however, that no journeyman electrician so
employed shall have more than one apprentice under his supervision; and provided, further, that not
more than one such apprentice shall be employed for each journeyman electrician.
"Security system ", an inherently power limited system of wires, conduits, apparatus, devices,
fixtures, or other appliances installed and interconnected electrically or electronically to permit
access control, proprietary signalling, surveillance and the detection of burglary, intrusion, holdup,
or other conditions requiring response or the transmission of signals or audible alarms.
"System ", a fire warning, security or other inherently power limited system, wire, conduit or device
which conducts or consumes electricity and is electrically or electronically activated.
"Systems contractor ", a person, firm or corporation having a regular place of business who, by the
employment of systems technicians or apprentices, performs the work of installing, repairing or
maintaining wires, conduits, apparatus, devices, fixtures or other appliances used for systems;
provided, however, that no systems technician so employed shall have more than one apprentice
under his supervision; and provided, further, that not more than one such apprentice shall be
employed for each systems technician.

9.2 Facilities
9.2.1 The Contractors may utilize the facility lavatories provided they are used responsibly. If
the Contractor has more than six (6) laborers on site then they must provide their own
lavatory facilities.
Section 10: Warranties / Guarantees
10.1 Materials and Workmanship
10.1.1 All workmanship and materials are to be warranted for five (5) years from the
acceptance date of the project unless manufacturers warranty is greater. The City of
Northampton will not be held accountable for any costs associated with work
performed under warrantee.
10.1.2 The PV modules must have a 25 -year limited power warranty and a 5 -year limited
product warranty unless manufacturers warranty is greater.
Section 11: Documentation
11.1 Deliverables
11.1.1 All as -built information shall be labeled in a neat and clear manner on the appropriate
drawings and returned to the Project Coordinator upon acceptance of the project. All as
built drawings are to be signed off by the Contractor.
11.1.2 Purchased Item Warranty information — The Contractor is responsible to provide the
Project Coordinator with the correct information to satisfactorily complete any warranty
documentation as it pertains to any equipment or materials related to the project. All
warranties must be made out to the City of Northampton.
11.1.3 Manuals /Literature — Five (5) 3 -ring bound sets and one (1) electronic copy of all
catalogs, cut sheets, maintenance & repair manuals, etc...from any materials, items
purchased by the Contractor. Material is to be cataloged and suited for easy retrieval.
11.1.4 The DAS system must come with a 5 -year IT contract and any necessary licenses. All
licenses must be made out to the City of Northampton.

Sunpower SPR -305 (peak power 305 watt DC at Standard Testing Conditions (STC)) panels are one
of the most efficient commercial grade solar panels in the US market. Its panel efficiency is 19.2%
which is the highest among commercially available solar panels. The second most efficient panel in
the market in SPR -305 (panel efficiency of 18.7 %). Each of these panels has different voltage and
ampere ratings and different dimensions. These numbers are used to determine the string sizing, total
capacity of the PV array, inverter and the data acquisition system (DAS) design. Therefore, it is not
easily possible to use a PV array design customized for the SPR -305 for a different type of panel.
Every time we change the panels with a different rated panel, we will have to redesign the whole PV
array. For this reason, and the fact that we have specified the most efficient panel, it is not
recommended that we provide you with two additional sources of panels, inverters and DAS with
this design.

9.1 Utilities
9.1.1 The Contractor may use facility water and power from their existing locations.
Distribution of these services to points of use will be by the Contractor and administered
in accordance with the building code.
9.1.2 The City of Northampton will provide limited convenience electric power, 110 volt, for
running small tools. This will be available at standard existing receptacles. Only wall -
mounted receptacles are to be used. Any use of receptacles mounted on equipment is not
permitted. Ground fault protectors are the responsibility of the Contractor. Hook -up of
any temporary facilities is the responsibility of the Contractor.
Addendum to Northampton Central Services' invitation for sealed proposals for a 13.32 kW grid -
tied photovoltaic (PV) system with data acquisition system (DAS) and the installation of such
systems at the James House (42 Gothic St, Northampton, MA) issued on May 6, 2009.
The following changes are made:
