Re. Potpourri Plaza Stormwater Mangement System
Dear Mr. Delaurentis,
Thank you for contacting myself regarding my questions about the construction of the
stormwater system at the 'Ppipou ri Plaza: So that you understand what the Northampton
Department of Public Works (DPW) is requiring at this time, here is a quick summary. The DPW
issued a Stormwater Management Permit to Coolidge Northampton, LLC on April 25 2007 (see
copy enclosed). The Potpourri Plaza project was described and specified in approved plans as the
demolition of an existing metal structure, the addition of a new 14,700 square foot building, a
Drive -up Teller and ATM, minor parking expansion, and a stormwater management system. The
drive -up teller and ATM have been constructed and the Walgreens building and paved areas
around this building are under construction. To date, drainage structures have been constructed
to collect storm flows from the drive -up teller, catch basins have been installed and the private
drain line has been rerouted around the Walgreens building. The detention basin and the drainage
connection to King Street that were specified in the approved plans have not been constructed
and are necessary to mitigate increased flows from these projects and must be completed
concurrently.
The DPW has been contacted by PM Construction with questions regarding paving and other
utilities, but there has been no communication with the DPW regarding construction of the
approved stormwater management structures. The DPW received a Stormwater Pollution
Prevention Plan (SWPPP) for the project in August 2008 that outlined the sequence of major
construction activities, but the detention basin was not constructed as described in the sequence
and the drain connection to King Street was not discussed. At this time, the DPW is requesting
confirmation of the construction schedule of the approved stormwater management system. The
construction and stabilization of the approved stormwater management system must be
