O’Reilly, Talbot & Okun [ A S S O C I A T E S ] 1 E N G I N E E R I N G 1.0 EXECUTIVE SUMMARY O’Reilly, Talbot & Okun Associates, Inc. (OTO) has conducted a Phase I Environmental Site
Assessment (ESA) for a property located off of Main Street in the Leeds section of Northampton, Massachusetts. This property is currently undeveloped, and therefore does not have a street
address. A Site Locus is provided as Figure 1. The property subject to this ESA is identified on Figure 2. The ESA has been prepared in conformance with the ASTM Standard E1527-05 on
behalf of the City of Northampton. The assessment consisted of: a records review; a Site and area reconnaissance; interviews with Site representatives; a review of regulatory agency
file information; interviews with local government officials; and preparation of this report. A summary of our findings and conclusions is presented below. The Site was historically
part of the abutting property to the north (175 Main Street). A silk mill was located on the Site and the abutting property between at least 1902 and 1930. Most of the mill building
had been removed by 1950. The mill was water-powered. A subsurface flume/raceway crossed the western portion of the property, in a north-south orientation. Rubble, presumably from demolition
of the former mill, was present at the ground surface in some locations. A concrete structure including what appeared to be an underground vault were observed in the north/central portion
of the property. At least eight 55-gallon drums were present on Site. Most were empty; some contained household refuse and/or rainwater. Other solid waste materials are located on the
property, including concrete and metal debris. No indications of a reportable release were observed during the Site visit. No evidence of a reportable release was identified during our
ESA. However, two Recognized Environmental Conditions (RECs) were identified at the Site. The first REC is a cluster of approximately eight 55-gallon drums observed in the central portion
of the Site. The drums are currently empty except for household refuse and/or rainwater. The prior contents were not identified. We recommend removal of these drums, and at least visual
assessment and photoionization detector (PID) screening of underlying soils. The second REC is historic use of the property by a silk mill. Specific locations of oil and/or chemical
use and storage were not identified on Site. However, the following types of materials are often associated with historic fabric mills: 1) Oils used the lubricate factory machinery inside
the building; 2) Oils used to lubricate water-powered gears associated with the raceway; 3) Heavy metals used to dye fabrics; and/or 4) Coal/coal ash associated with building heating.
Additionally, historic raceways were often filled with household and/or factory refuse following factory closings.
O’Reilly, Talbot & Okun [ A S S O C I A T E S ] 2 E N G I N E E R I N G We recommend subsurface assessment to further evaluate Site conditions, including analysis of soil and groundwater
samples for petroleum hydrocarbons and heavy metals that may have been associated with historic silk production. Additionally, while not a REC, we recommend the current owner be notified
of the apparent opening to a subsurface vault on the property. This could pose a physical hazard to individuals crossing the property, and should be rendered safe. For your convenience,
a list of acronyms is provided in Section 15.0, at the end of this report. 2.0 INTRODUCTION 2.1 PURPOSE This report presents the results of a Phase I Environmental Site Assessment (ESA)
performed at the Tacy Property (Assessor Parcel ID Number 10D-048-001) on Main Street in Leeds, Massachusetts. This Phase I ESA was performed in accordance with ASTM Standard E1527-05.
This work was performed at the request of the City of Northampton, which may acquire the property. The Assessors Property Card lists the owners of the property as James J. Tacy, Eugene
Tacy and Richard Tacy. Mr. Wayne Feiden served as the Key Site Manager. The purpose of our Phase I ESA was to evaluate the Site history and current conditions to identify past or current
Recognized Environmental Conditions (RECs) at the Site. The ASTM Standard Practice defines "Recognized Environmental Conditions" as the presence or likely presence of any hazardous substances
or petroleum products on the subject site under conditions that indicate an existing release, past release or a material threat of a release of any hazardous substances or petroleum
products into structures on the property or into the ground, groundwater or surface water of the property. The term includes hazardous substances even under conditions in compliance
with laws. The term is not intended to include de minimis conditions that generally would not be the subject of an enforcement action if brought to the attention of appropriate government
agencies. Conditions determined to be de minimis are not recognized environmental conditions. In addition, the ASTM Standard requires that historical RECs (HRECs) and known or suspected
environmental conditions be identified in the Phase I assessment report. The Standard defines HRECs as environmental conditions “which in the past would have been considered a recognized
environmental condition, but which may or may not be considered a recognized environmental condition currently.” 2.2 SCOPE OF SERVICES The following tasks were undertaken: A review
of Standard Environmental Records Sources;

A site reconnaissance; and, Evaluation and report preparation. 2.3 SIGNIFICANT ASSUMPTIONS OTO has performed the environmental record searches in accordance with current ASTM and
industry practice. The data, findings, and conclusions presented in this Phase I ESA are based upon a search, review, and analysis of the documents and interviews, as well as observations
made during the Site reconnaissance. Conclusions reached regarding the conditions of the Site do not represent a warranty that all areas within the Site are of a similar quality, as
may be inferred from observable Site conditions and available Site history. As stated in the ASTM standard, no ESA can wholly eliminate uncertainty regarding potential environmental
conditions in connection with the Site. OTO’s evaluation and analysis are intended to reduce, not eliminate, the potential for conditions that result in environmental risk for the end
user of this report. 2.4 LIMITATIONS AND EXCEPTIONS Our report has been performed subject to the following limitations: 1. The observations presented in this report were made under the
conditions described herein. The conclusions presented are based solely upon the services described and not on scientific tasks or procedures beyond the scope of the project. 2. In preparing
the report, OTO relied on certain information provided by federal, state and local officials and other parties referenced herein, and on information contained in the files of state or
local regulatory agencies at the time of the file review. Although there may have been some degree of overlap in the information provided by these sources, OTO did not attempt to independently
verify the accuracy or completeness of all information reviewed or received during the course of this assessment. 3. Observations were made of the Site and of the structures on the Site,
as indicated within the report. Where access to portions of the Site or to structures on the Site was unavailable or limited, we render no opinion as to the presence of hazardous materials
or oil, or to the presence of indirect information relating to hazardous materials or oil in that portion of the Site. Access to the Site buildings was prevented by safety concerns.
In addition, we render no opinion as to the presence of hazardous materials or oil, where direct observations of portions of the Site were obstructed by objects or coverings on or over
these surfaces. 4. The purpose of this Report was to assess the physical characteristics of the Site with respect to the presence of hazardous material or oil in soil or groundwater
at the Site. No specific attempt was made to check on the compliance of present or past owners or operators of the Site with federal, state, or local laws and regulations, environmental
or
O’Reilly, Talbot & Okun [ A S S O C I A T E S ] 4 E N G I N E E R I N G otherwise. This report has been prepared in accordance with the referenced ASTM standards. 2.5 SPECIAL TERMS AND
CONDITIONS There are no other special terms or conditions concerning this project other than those specifically described in Section 2.4. 2.6 USER RELIANCE This report documents the
Site work performed by OTO at the request of the City of Northampton in accordance with ASTM Standard 1527-05. The findings, opinions, and conclusions of this report are for the confidential
and exclusive use of the City of Northampton. Reliance on this report for any use or by parties other than those specifically stated is prohibited without the express written consent
of OTO and the City of Northampton, and such use is at the sole risk of the user. 3.0 SITE DESCRIPTION 3.1 LOCATION AND LEGAL DESCRIPTION A Site Locus based on the current United States
Geological Survey (USGS) topographic map of the Easthampton, Massachusetts Quadrangle (1:25,000 25,000 scale) is attached as Figure 1. A Site Plan is provided as Figure 2. The Tacy Property
is located on Main Street in Leeds, Massachusetts on a lot listed as map/block/lot number 10D-048-001 in Northampton Assessor’s records. This property consists of approximately 1.37
acres of currently undeveloped land. 3.2 SITE AND VICINITY GENERAL CHARACTERISTICS The Site is located on Main Street by Hotel Bridge in Leeds, Massachusetts. The property is currently
undeveloped forest land. As discussed in Section 6.2, an old foundation and underground cement vault were observed on the property. The Site is located in a mixed use (commercial/residential)
area. The property is abutted by a recycling business to the north, the Mill River to the south, and Main Street to the west. Land use to the east includes a forested bicycle “rail trail”
followed by residential properties. The ground surface is relatively flat at an elevation of approximately 330 feet above mean sea level (MSL) on the northern portion of the parcel.
parcel. The topography slopes downward to the south and the Mill River, to an elevation of approximately 311 feet on the southern side of the parcel. The Mill River flows to the east.
Based on topography, groundwater flow direction at the Site is inferred to be southerly towards the Mill River. No subsurface assessment was conducted to confirm this.
O’Reilly, Talbot & Okun [ A S S O C I A T E S ] 5 E N G I N E E R I N G 3.3 CURRENT USE OF THE SITE The Site is currently undeveloped forest land, and is not used for any identified
purpose. 3.4 DESCRIPTIONS OF STRUCTURES, ROADS AND IMPROVEMENTS There are no current structures, roads or improvements on the Site. The remnants of a foundation and a sub-surface concrete
vault were observed in the middle of the property on the northern side. Based on Sanborn photos and an interview with the current owner, it appears these structures are from a silk mill
that was partially located on the property in the past. 3.5 CURRENT USES OF ADJOINING PROPERTIES During the Site visit, a visual survey was conducted of surrounding land use. The Site
is abutted to the north by a recycling company (Alternative Recycling Systems); to the east by forest land and the Northampton Bikeway; to the south by the Mill River; and to the west
by Main Street and the Mill River. 4.0 USER PROVIDED INFORMATION A User Questionnaire (as referenced in the ASTM Standard) has been completed and provided to OTO. The User Questionnaire
was completed by Mr. Wayne Feiden of the City of Northampton Planning Department, and is attached in Appendix A. This Phase I ESA was conducted on behalf of the City, which may acquire
the property to hold as conservation land. As shown, Mr. Feiden had no knowledge of environmental liens or Activity and Use Limitations at the property, and indicated the property price
reflects fair market value. 5.0 RECORDS REVIEW 5.1 STANDARD ENVIRONMENTAL RECORDS SOURCES The Standard Environmental Records Sources identified in the ASTM Standard were reviewed for
the Site and vicinity using a FirstSearch Technology Corporation (FirstSearch) database search conducted on August 4, 2010. A listing of the records reviewed by FirstSearch and the radius
for which the search was conducted is summarized in Table 1. The radius searched for these databases meets or exceeds the radius required in the ASTM standard. A copy of the FirstSearch
report is attached in Appendix B. No database listings were identified for the Site property. No Federal NPL (National Priorities List or Superfund), CERCLIS or RCRA Corrective Action
Sites/TSDF listings were identified within the search radii. One Leaking Underground Storage Tank (LUST) listing was identified within one-quarter mile and two state listed Sites were
reported within 0.6 miles of the Site. The LUST listing was for the Leeds School, located 0.14 miles northeast of the Site, on Florence Street. No. 2 fuel oil leaked from an underground
storage tank at that property. A Class A1
O’Reilly, Talbot & Okun [ A S S O C I A T E S ] 6 E N G I N E E R I N G Response Action Outcome (RAO) statement for the release was filed in August 1996. An A1 RAO indicates contamination
has been reduced to background concentrations. Based on the achievement of background conditions, and on the distance to this property, the release is not expected to impact the subject
Site. The state-listed releases were identified as Bouleys Service Center (0.51 miles northeast of the Site, at 32 Haydenville Road) and Berkshire Electric Cable (0.59 miles northwest
of the Site, on River Road). Based on the information available in the FirstSearch report, and on the distance and direction from the Site, neither of these releases is likely to impact
Site soil and/or groundwater quality above Massachusetts Contingency Plan (MCP) reportable criteria. 5.2 ADDITIONAL ENVIRONMENTAL RECORDS SOURCES We review of the Massachusetts Department
of Environmental Protection (MassDEP) on-line list of Sites with Activity and Use Limitations (AULs). The Site was not listed as having an AUL. The Massachusetts Department of Environmental
Protection (MassDEP) on-line priority resource map of the Site and vicinity was reviewed on August 24, 2010. A copy of the priority resource plan is provided as Figure 3. Portions of
the Site are with the mapped 100 year flood plain of the Mill River. Construction and other activities within the riverfront zone may be restricted, and are subject to permitting by
the local Conservation Commission. The Massachusetts Contingency Plan (MCP) has established reporting classifications for releases to soil and groundwater. Groundwater located within
current or potential drinking water source areas is classified as RCGW-1. Under the MCP, current drinking water source areas are defined as areas: Within a Zone II or Interim Wellhead
Protection Area for a public water supply; Within the Zone A of a Class A surface water body used as a public water supply; or Within 500 feet of a private water supply well. Potential
drinking water source areas are defined as areas: 500 feet or more from a public water supply line; Within an area designated by a municipality specifically for the protection
of groundwater quality; or Within a Potentially Productive Aquifer (PPA) that has not been excluded as a Non-Potential Drinking Water Source Area (NPDWSA). Based on our review of
the priority resource mapping, the Site is not located within a current or potential drinking water source area. Additionally, officials at the Northampton Health Department were contacted
about private wells within 500 feet of the Site on August 25, 2010. At this time we have not received a response from the Health Department. We did not observe
O’Reilly, Talbot & Okun [ A S S O C I A T E S ] 7 E N G I N E E R I N G evidence of private drinking water wells at properties in the vicinity during our Site visit. Based on the currently
available information, the applicable Site groundwater classification is likely to be RCGW-2. Soil located within 500 feet of residential property or within a current or potential drinking
water source area is classified as RCS-1 for MCP reporting purposes. Based on the presence of residences within 500 feet of the Site, Site soils would therefore be classified as RCS-1.
These reporting classes for soil and groundwater should be reviewed and confirmed if future Site data is obtained indicating exceedence of any reporting standards. No other Additional
Environmental Records Sources were reviewed. 5.3 PHYSICAL SETTING SOURCES The United States Geological Survey (USGS) topographic map of the Easthampton, Massachusetts Quadrangle (1:25,000
scale) was reviewed and used to prepare the Site Locus (Figure 1). The USGS map of the Site vicinity is the only physical setting source required to be reviewed by the ASTM Standard.
As shown on that plan, the Site lies at an elevation of approximately 330 feet above Mean Sea Level and adjacent to the Mill River. 5.4 HISTORICAL USE INFORMATION ON THE SITE AND ADJOINING
PROPERTY Our ASTM Standard Historical Sources review included historic maps, aerial photographs, local street directories, fire department records, and interviews with knowledgeable
individuals. A summary of relevant information obtained from these sources is presented below. Copies of selected documents from our research are provided in Appendix C. 5.4.1 Assessor’s
Office Records We reviewed property record information for the Site available at the Northampton Assessor’s Office on August 5, 2010 and contacted the Assessor via telephone on August
25, 2010. The subject property is identified as Map/Block number 10D-048-01 in Assessor’s records and is 1.37 acres in area. This property was split from 175 Main Street in 1988. Prior
to the split the property was a portion of Map/Block number 10D-17-001. The lot is currently owned by James Tacy, Eugene Tacy, and Richard Tacy, who acquired the property in January
2006. 5.4.2 Historic Maps and Photographs We reviewed historic Sanborn Fire Insurance Maps, and found coverage of the Site and immediate vicinity for the years 1902, 1910, 1915, 1930,
and 1950. The Sanborn maps from 1902 to 1930 show the Nonotuck Silk Mill (later the Champlain Silk Mill) on the Site and abutting property at 175 Main Street. The portion of the mill
located on Site consisted of a water power flume (traversing the western portion of the property in a north-south orientation), an associated
O’Reilly, Talbot & Okun [ A S S O C I A T E S ] 8 E N G I N E E R I N G wheelpit, a chimney, a boiling room, filling machines, a drying room, and machinery storage area. The flume is
indicated in dashed lines, and appears to have been a subsurface feature. Portions of the factory located on the abutting property to the north included silk storage and machinery storage
areas. The 1915 and 1930 Sanborn maps indicate the building was heated with coal. Based on the absence of the mill on the 1950 Sanborn map, the building appears to have been razed between
1930 and 1950. Two small structures remained on Site in 1950: a square feature located over the raceway at the western end of the Site, and a storage building on the eastern end. We
reviewed the 1939 USGS topographic map for the area. One building, consistent with the silk mill, is shown on the property at that time. Aerial photographs from the 1990s, 2001 and 2005
were reviewed on the Massachusetts Geographic Information System (MassGIS) website. The photographs show the Site as forested land consistent with current conditions. Copies of relevant
sections of historic maps are provided in Appendix C, with the approximate
location of the Tacy parcel identified. 5.4.3 Local Street Directories Local street directories were reviewed in approximately ten year increments for the period from 1926 to 1982, the
last date for which a directory was available at the Forbes Library in Northampton. The subject Site was not listed in the street directories. Based on street directory listings, surrounding
property use appears to be primarily residential. 5.4.4 Fire Department Storage Tank Records We requested storage tank records for the Site at the Northampton Fire Department on August
24, 2010 for the Site and 175 Main Street (the address of the Site prior to it being split). The Fire Department representative indicated that two 1,000-gallon fuel oil underground storage
tanks were removed from the property at 175 Main Street in December, 1993. A map showing the location of these tanks was not available. While the Tacy parcel historically shared this
address, based on the absence of other structures at the subject Site, in our opinion, it is likely the USTs were removed from the abutting property to the north. 5.4.5 Summary of History
In summary, the Site and abutting property to the north were occupied by a silk mill from at least 1902 until at least 1939. The majority of the mill building was apparently torn down
some time between 1939 and 1950. The mill had water power from a subsurface, manmade flume that traversed the western portion of the property. Coal was used to heat the building.
O’Reilly, Talbot & Okun [ A S S O C I A T E S ] 9 E N G I N E E R I N G Prior to 1988, the property was a portion of the 175 Main Street property, Map/Block number 10D-17-001. The property
is currently identified as Map/Block number 10D-048-01, and does not have a street address. Fire Department records indicate two 1,000-gallon fuel oil underground storage tanks were
removed from 175 Main Street in December 1993. Based on the absence of buildings on Site in 1993, the former USTs are assumed to have been located on the abutting property north of the
Site. 5.5 PRIOR ASSESSMENTS No prior environmental assessment reports were identified for this property. 6.0 SITE RECONNAISSANCE 6.1 METHODOLOGY AND LIMITING CONDITIONS Our Site Reconnaissance
was performed on August 5, 2010 following guidelines presented in Section 9.0 of ASTM Standard E1527-05. The approximate area of our reconnaissance is shown on Figure 2. The Site is
currently undeveloped, forested land. Our visual observation of the property was limited in in some areas by heavy vegetation and/or leaf litter. 6.2 SITE SETTING AND OBSERVATIONS The
Site is located on Main Street, across from the Hotel Bridge, and adjacent to a portion of Main Street that crosses the Mill River. There are presently no buildings on Site. However,
remnants of prior development were observed. A concrete foundation and underground cement vault were observed in the middle northern portion of the Site. In addition, a stone retaining
wall was observed on portions of the steep slope that is oriented east to west and located in the middle of the property. Further observations are presented in the following sections,
which follow the ASTM standard outline. Photographs of relevant features are provided in Appendix D. 6.2.1 Hazardous Substances and Petroleum Products No storage or use of oil or hazardous
materials storage was observed at the Site. 6.2.2 Storage Tanks No evidence of underground or aboveground storage tanks was observed at the Site.

6.2.4 Pools of Liquid No pools of standing water or other liquids were observed at the Site or immediately abutting property during our Site reconnaissance. 6.2.5 Drums Eight abandoned
55-gallon drums were observed at the Site during our reconnaissance. These included metal and plastic drums. Household trash and rainwater were present in some of the drums; others were
empty. Labels indicating the former contents of the drums were not present. No staining or odors around the drums was observed. A photograph of the drums is provided in Appendix D. The
drums are identified as a Recognized Environmental Condition (REC). Following removal of the drums, we recommend at least visual assessment and photoionization detector (PID) screening
of underlying soils. 6.2.6 Hazardous Substances and Petroleum Products Containers No containers of oil or hazardous materials were observed at the Site. 6.2.7 Unidentified Substance
Containers No unidentified containers of suspect materials were observed at the Site. 6.2.8 PCBs No transformers or other equipment identified as potentially containing polychlorinated
biphenyls (PCBs) was identified at the Site. 6.2.9 Interior Observations The were no buildings on the property at the time of our Site visit. The remnants of a concrete structure that
appeared to include an underground vault were identified in the north/central portion of the Site, at the approximate location shown on Figure 2. This may be a portion of the prior raceway
associated with the mill. The opening to the vault may present a physical hazard, and was not entered. We recommend the current owner be notified of this condition, and that the opening
be rendered safe.

visit. 6.2.11 Exterior Observations -Stained Soil or Pavement No staining or other observations indicative of a release were observed at the Site. However, the property is heavily overgrown,
therefore the ground surface was not visible in most locations. 6.2.12 Exterior Observations -Stressed Vegetation No stressed vegetation was observed at the Site or immediately abutting
property during our reconnaissance. 6.2.13 Exterior Observations -Solid Waste Brick and concrete rubble, presumed to be associated with demolition of the former mill building, was observed
on the ground surface in several areas of the Site. Other solid waste materials observed on Site include an abandoned backhoe bucket, several concrete forms, multiple lengths of concrete
piping, and miscellaneous metal debris. No indication of a reportable release associated with these materials was observed. Multiple dumpsters were observed on the abutting property
to the north (Alternative Recycling Systems, at 175 Main Street). However, these appeared to be empty, not in-service containers. Alternative Recycling Systems provides containers and
curbside waste pickup in the area. 6.2.14 Exterior Observations -Waste Water No waste water discharge was observed at the Site or immediately abutting property during our Site reconnaissance.
6.2.15 Exterior Observations – Wells No on-site supply wells or groundwater monitoring wells were observed during our Site visit. 6.2.16 Exterior Observations -Septic Systems No septic
systems were observed during our Site visit.
O’Reilly, Talbot & Okun [ A S S O C I A T E S ] 12 E N G I N E E R I N G 7.0 INTERVIEWS 7.1 INTERVIEWS WITH OWNERS/OCCUPANTS/SITE MANAGER OTO interviewed Mr. Eugene Tacy via telephone
on August 9, 2010. Mr. Tacy is one of the current Site owners. Mr. Tacy indicated that he had owned the property for approximately 30 years. He recalled having an environmental assessment
done on the property at the time of acquisition in the 1980s. He indicated that a second ESA had been conducted when a portion of the property to the north had been sold to the Fresh
Pasta Company, which previously occupied the property now used by Alternative Recycling Systems. He was not able to locate either of these reports; OTO is not aware of their contents.
Mr. Tacy did not have knowledge of oil or hazardous materials use, storage, or disposal on the property. He was aware that, historically, the property had been part of a factory that
had been water powered. He indicated that, to the best of his knowledge, one of the remaining structures on Site was the foundation for a smokestack. He did not have knowledge of concrete
vault. 7.2 INTERVIEWS WITH LOCAL GOVERNMENT AGENCIES OTO contacted the Northampton Assessor’s Office, Health Department, and Fire Department for information on Site use and conditions.
Assessor’s records are discussed in Section 5.4.1. The Health Department indicated the area is serviced by municipal sewer and water systems, and did not identify any health concerns
in the Site vicinity. Fire Department records are discussed in Section 5.4, and did not identify any storage tanks at the property. Two 1,000 gallon underground oil storage tanks were
removed from 175 Main Street in 1993. Those tanks are presumed to have been removed from the abutting property to the north. 8.0 PHASE I FINDINGS A Phase I Environmental Site Assessment
of the Tacy Property (Assessor Parcel ID Number 10D-048-001) on Main Street in Leeds, Massachusetts has been conducted by O’Reilly, Talbot & Okun Associates, Inc. (OTO). The Phase I
assessment was prepared in conformance with ASTM Standard E1527-05. A summary of our findings and conclusions is presented below.
O’Reilly, Talbot & Okun [ A S S O C I A T E S ] 13 E N G I N E E R I N G Site Description The Site consists of a 1.37 acre parcel abutted by Main Street on the west, a commercial property
(Alternative Recycling Systems) on the north, wood land and a rail trail on the east, and the Mill River on the south. There are currently no structures on the property, which is wooded.
Site Use History The Site was historically part of the abutting property to the north (175 Main Street). A silk mill was located on the Site and abutting property between at least 1902
and 1930. Most of the mill building had been removed by 1950. The mill was water-powered, and was heated with oil. A raceway crossed the western portion of the property, in a north-south
orientation. Storage Tanks No current or prior storage tanks were identified at the Site. Two 1,000 gallon underground storage tanks were removed from 175 Main Street in 1993. Those
tanks were likely removed from the abutting property to the north. Records Review No listings listings for the Site were identified during our review of standard environmental site assessment
databases and files. Three releases were identified within 0.6 miles of the Site. However, based on remedial measures performed, and the distance and direction to those locations, the
releases are considered unlikely to cause significant impact on the subject Site. Site Reconnaissance Rubble, presumably from demolition of the former mill, was present at the ground
surface in some locations. A concrete structure including what appeared to be an underground vault were observed in the north/central portion of the property. At least eight 55-gallon
drums were present on Site. Most were empty; some contained household refuse and/or rainwater. Other solid waste materials are located on the property, including concrete and metal debris.
No indications of a reportable release were observed during the Site visit. 9.0 OPINION AND CONCLUSIONS We have performed a Phase I Environmental Site Assessment in conformance with
the scope and limitations of ASTM Standard E1527-05 of the Tacy Property (Assessor Parcel ID Number 10D-048-001) on Main Street in Leeds, Massachusetts. Any exceptions to, or deletions
from this practice are described in Sections 2.4 and 10.0 of this report. No evidence of a reportable release was identified during our ESA. However, two Recognized Environmental Conditions
(RECs) were identified at the Site. The first REC is a cluster of approximately eight 55-gallon drums observed in the central portion of the Site. The drums are

removal of these drums, and at least visual assessment and photoionization detector (PID) screening of underlying soils. The second REC is historic use of the property by a silk mill.
Specific locations of oil and/or chemical use and storage were not identified on Site. However, the following types of materials are often associated with historic fabric mills: 5) Oils
used the lubricate factory machinery inside the building; 6) Oils used to lubricate water-powered gears associated with the raceway; 7) Heavy metals used to dye fabrics; and/or 8) Coal/coal
ash associated with building heating. Additionally, historic raceways were often filled with household and/or factory refuse following factory closings. We recommend subsurface assessment
to further evaluate Site conditions, including analysis of soil and groundwater samples for petroleum hydrocarbons and heavy metals that may have been associated with historic silk production.
Additionally, while not a REC, we recommend the current owner be notified of the apparent opening to a subsurface vault on the property. This could pose a physical hazard to individuals
crossing the property, and should be rendered safe. 10.0 DEVIATIONS We are not aware of significant deletions or deviations from the ASTM E1527-05 practice used to prepare this report.
We did not encounter significant data gaps in conducting our Phase I ESA report. 11.0 ADDITIONAL SERVICES No additional services outside of the ASTM E1527-05 practice were requested

Sites are only put on the list after they have been scored using the Hazard Ranking System (HRS), and have been subjected to public comment. Any site on the NPL is eligible for cleanup
using Superfund Trust money. A Superfund site is any land in the United States that has been contaminated by hazardous waste and identified by the Environmental Protection Agency (EPA)

– Database of all shipments of hazardous waste within, into or from Connecticut. The data includes date of shipment, transporter and TSD info, and material shipped and quantity. This
data is appended to the details of existing generator records. MASSACHUSETTES HAZARDOUS WASTE GENERATOR – database of generators that are regulated under the MA DEP. VQN-MA = generates
less than 220 pounds or 27 gallons per month of hazardous waste or waste oil. SQN-MA = generates 220 to 2,200 pounds or 27 to 270 gallons per month of waste oil. LQG-MA = generates greater
than 2,200 lbs of hazardous waste or waste oil per month. RCRA GEN: MA DEP HAZARDOUS WASTE GENERATORS -Database of small and very small quantity generators of hazardous waste or waste
oil. These site are regulated by the MA DEP. ERNS: EPA/NRC EMERGENCY RESPONSE NOTIFICATION SYSTEM (ERNS) -Database of incidents reported to the National Response Center. These incidents
include chemical spills, accidents involving chemicals (such as fires or explosions), oil spills, transportation accidents that involve oil or chemicals, releases of radioactive materials,
sightings of oil sheens on bodies of water, terrorist incidents involving chemicals, incidents where illegally dumped chemicals have been found, and drills intended to prepare responders
to handle these kinds of incidents. Data since January 2001 has been received from the National Response System database as the EPA no longer maintains this data. Tribal Lands: DOI/BIA
INDIAN LANDS OF THE UNITED STATES -Database of areas with boundaries established by treaty, statute, and (or) executive or court order, recognized by the Federal Government as territory
in which American Indian tribes have primary governmental authority. The Indian Lands of the United States map layer shows areas of 640 acres or more, administered by the Bureau of Indian

of oil or hazardous material has been reported to the Department of Environmental Protection (DEP) and the site is Tier Classified or Pre Classified. Sites are usually Tier Classified
(1A, 1B, 1C, 1D, and 2) using the Numerical Ranking System (NRS). The NRS scores sites on a point system based on a variety of factors. These include the site’s complexity, the type
of contamination, and the potential for human or environmental exposure to the contamination. In addition, some sites are automatically classified as Tier 1 sites if they pose an imminent
hazard, affect public water supplies, or miss
regulatory deadlines. Also includes MA 21E SITES, a database of sites regulated under General Law Chapter 21E (the Massachusetts "Superfund" Law). Chapter 21E gives the Department of
Environmental Protection (DEP) the task of ensuring that releases and threats of release of oil and hazardous material are cleaned up by the parties responsible for them. The database
contains confirmed, LTBI, waiver, deleted and reserved sites. State Spills 90: MA DEP WASTE SITE CLEANUP NOTIFICATION DATABASE -database of sites in the Commonwealth where a release
of oil or hazardous material has been reported to the Department of Environmental Protection (DEP) since 1990. The data includes location, source, chemical, amount, notification date
and Release Tracking Number (RTN). State/Tribal SWL: MA DEP SOLID WASTE FACILITY DATABASE -database of the solid waste landfills, combustion facilities, and transfer stations in Massachusetts.
This data includes facility type, location, capacity, owner and operator contact information, and and years of operation. State/Tribal LUST: MA DEP FIRSTSEARCH PROPRIETARY DATABASE OF
LEAKING UNDERGROUND STORAGE TANKS -database of sites in the Commonwealth where a release of oil or hazardous material has been reported and the source is a tank. This database is a subset
of the WASTE SITE CLEANUP NOTIFICATION DATABASE. State/Tribal UST/AST: FIRE MARSHAL UNDERGROUND STORAGE TANK (UST) REGISTRY DATABASE -database of regulated UST in the Commonwealth and
tracks its status. State/Tribal IC: MA DEP DATABASE OF ACTIVITY AND USE LIMITATION (AUL) -database of sites receiving an AUL. An AUL provides Notice to users of property of the presence
of oil or hazardous material contamination remaining at the location after a cleanup has been conducted pursuant to M.G.L.Chapter 21E and the Massachusetts Contingency Plan. The AUL

over $100,000. Metal Salvage Business Chicopee, Massachusetts, 2006-2008 Served as LSP for investigation and remediation at an operating salvage yard with extensive metal and polychlorinated
biphenyl (PCB) soil contamination. Implemented an innovative and cost-effective on-site remediation plan where contaminated soil was relocated to an unused portion of the property. Avoided
