2010-03-16 TPC MinutesTRANSPORTATION AND PARKING COMMISSION City of Northampton City Hall, 210 Main Street, Room 18 Northampton, MA 01060 -3199 MINUTES Councilor Carney opened the meeting at 4:05 PM in City Council Chambers. Members present: Maureen Carney, Jesse Adams, Bill Letendre, Russell Sienkiewicz, Gary Hartwell, Leslie Stein, Laura Hanson. Wayne Feiden arrived at 5:OOPM. Members absent: Ned Huntley, James Lowenthal, Paul Sustick. 1. Public Comment Dan Yacuzzo announced that the BID had decides to withdraw their proposal for tents to be located in Main St. parking spaces during sidewalk sales. He stated that because of the spaces where tents could be located that not enough tents could be erected to serve the event. 2. Minutes of 2/16/10 were approved. Jesse Adams made the motion with Letendre 2" 3. Traffic calming Ward Ave. David Marlin, Galaxy Craze & Lisa Neuman all spoke to this issue. Laura Hanson explained her findings and it was determined that this is a low priority area. No action taken by T &P. 4. Bid request taken off agenda. 5. Church St. one -way ordinance. Maureen explained this issue. Solution is to go back to no left turn from Church St. to King St. Laura will bring new ordinance to the next meeting. 6. Traffic mitigation funds Policy will be discussed at the next meeting. 7. Crosswalk issues. City Hall to Crackerbarrel Alley crosswalk. There have been no reported accidents. Main St and New South St crosswalk.. Issue is light timing. Leslie suggested an audible signal. Gary Hartwell will bring a copy of a solution proposed by Smith College engineers working on the Elm St problem. 8. Elm St Corridor study. Laura Hanson did a slide presentation showing the number of accidents and speed limits on Elm St. She also presented a handout on the subject. No action taken. 9. DPW updates. These items will be discussed at the next meeting.. 10. Prospect/Jackson TCR #6 presentation by Laura Hanson. E. Humphries, Pamela Petro, Charlotte Caj ston and Susan Mahew all spoke in support of this resolution. Laura presented several possible solutions however there are no funds to do them. Meeting adjourned at 6PM. 2
